Sharifullah Ibrahimi

Sharifullah Ibrahimi s/o Muhammad Ibrahim was born on February 4th, 1964 in Surkhrood dicstrict of Nangarhar province, Afghanistan.After primary and secondary education he has done a two year pre-university matriculation program from the International Islamic University, Kualalampur, Malaysia. Then he joined ISRA MEDEX in Peshawar, Pakistan from where he got his Medical Assistant Certificate. After that he enrolled himself in the faculty of Shari’ah and Law of the International Islamic University, Islamabad and has done his Bachelor of Shari’ah & Law (LL.B.), Master of Shari’ah & Law (LL.M.) which is an equivalent of Master of Philosophy in Shari’ah & Law (M.Phil.). By having a strong academic career, he was awarded two Gold Medals by two presidents of Pakistan. He was also awarded two distinction certificates and three first position certificates during his educational career. He also joined and successfully completed the Executive Leadership Program in the University of Lee Quan Yew, Singapore in 2009.

In August 2016 he enrolled himself for the Ph.D. program in the faculty of Islamic Economics and Law at the Istanbul, Sabahattin Zaim University, Turkey where he has completed his one year course work and he is presently working on his thesis.

Since 1995 he worked in various governmental and nongovernmental organizations. He worked as a lecturer in the faculty of law and as the Director General foreign relations in the University of Nangarhar. He also worked for the United Nations Mine Action Program with OMAR (Organization for Mine clearance and Afghan Rehabilitation) as Mine Awareness Coordinator and Officer In-charge, sub-office Kabul and Herat.

He also worked as the Head of Judicial Reform Department of the Counter Narcotics Directorate of the National Security Council of Afghanistan. In the establishment of the CND, he had much contribution and exerted his energy and left no stone unturned to achieve that goal. After two years and a half work with CND/NSC, he resigned from his job and once again joined the private sector - bankers’ community - and established Afghanistan Banks Association. He worked for nearly two years with the association and then joined Ministry of Finance as an advisor to the Minister of Finance for the State Owned Enterprises. At the same time he was designated as the Director General of the SOEs. After six months of work with the SOEs, he was appointed by a presidential decree as the Deputy Minister for Revenue and Customs, Ministry of Finance where he worked for three years. In this period he was the National Focal Point from the Government of Afghanistan in the Central Asian Regional Economic Cooperation (CAREC) forum from 2006 till 2009. At the same time period he was representing Afghanistan in the Joint Economic Cooperation (JEC) forum of Afghanistan and Pakistan. Afterwards he was appointed by a presidential decree as Director General, Transport in the Ministry of Transport and Civil Aviation where he worked for a year and then resigned due to some personal reasons but soon he was appointed by another presidential decree as the Secretary General of the Independent Commission of Overseeing the Implementation of Constitution (ICOIC) where he worked for three years and then resigned for pursuing his Ph.D. in Islamic Economics.

He participated in a number of national, regional and international conferences, seminars and workshops.

H.E. Hamed Karzai, president of Afghanistan has awarded him a First Grade Decree of Admiration for his excellent and transparent performance as a DM for revenue and customs.

He was also awarded certificate of excellence and letters of appreciations by Embassy of the United States of America at Kabul, Department of Commerce and State Department of United States of America and some international organizations.

He has some publications in the form of book and articles covering various aspects of life. Basically he is a professional lawyer and jurist but due to his interest in the Islamic economics especially Islamic banking, he opted to do his Ph.D. in the aforesaid field to be a professional economist in the Islamic Economic and Finance.

It is worth mentioning that he writes and speaks fluently in English, Arabic, Dari and Pashto and he is good in Turkish and Urdu languages.
